MASTER PLAN

People from Ferguson and Dellwood live, shop, worship and work along the corridor, but it is not easy to get from one place to another. The Project hopes to make it easier for people to travel along West Florissant and take advantage of its many great shops, small businesses and community centers. The Project is committed to involving and empowering the community through advisory groups, public meetings, community events, surveys, and on-the-job training through internships.

EXECUTIVE SUMMARY

The Master Plan divided West Florissant Avenue into five distinct segments from the Norfolk Southern Railroad north to Interstate 270. Funding has been secured to complete a Preliminary Design phase for West Florissant Avenue between the Norfolk Southern Railroad and Stein Avenue. This is the area for which the Project will make design recommendations and will seek funding to get them implemented.

Right now, Project sponsors have not secured funding to construct any of the ideas that were presented in the West Florissant Avenue Great Streets Master Plan or will be presented in the Preliminary Design phase. But both phases are necessary to apply for federal funding.

5. Great Streets are environmentally responsible.

PROJECT GOALS

  • Create an attractive sense of place. The area within the Right of Way will be useful, attractive and sustainable. It will integrate with the communities.
  • Build a team that is inclusive and representative of the members of the community.
  • Aim to achieve the principles of the Great Streets initiative. Incorporate the Master Plan elements as much as possible.
  • Catalyze economic and community development opportunities for the business community and surrounding neighborhoods.
  • Be fluid and receptive to developments and opportunities that may be happening along the corridor.

GREAT STREET, HEALTHY LIFESTYLE

West Florissant Avenue will contribute to a healthier lifestyle for those who live near and use the street by providing walking and biking paths, better sidewalks, more trees and green space, and opportunities to walk or bike to nearby destinations.

DESIGN RECOMMENDATIONS

  • Create a sense of place through West Florissant Avenue branding and logo
  • Make West Florissant Avenue a more comfortable and safer experience through improved crosswalks, intersections, benches, lighting, and other improvements.
  • Install a multi-use trail for walking and biking
  • Use sustainable practices and materials that are easier to maintain, better for the environment and provide more trees and plants

Project Funding

The Preliminary Design phase will make design recommendations for Master Plan Segments 3, 4 and 5.

DELLWOOD TOWN CENTER

The intersection of West Florissant Avenue at Chambers Road, in Dellwood, is an important central site that has regional access and convenient connections to downtown Ferguson. Dellwood City Hall, Dellwood Park and Recreation Center are major civic assets in the area, and Dellwood Crossing is one of the most successful retail centers along the corridor. However, older retail is struggling and Springwood Plaza has been vacant and unproductive for several years.

CENTER GOALS

  • Create a walkable and friendly town center that is the heart of Dellwood.
  • Install major streetscape improvements that will enhance the attractiveness of this segment.
  • Improve access to this hub through transit, biking and walking.
  • Build on the Bus Rapid Transit station proposed for Chambers Road.
  • Attract development to Chambers Road intersection to create a transit-oriented urban center with district local identity.

RESIDENTIAL AVENUE

Segment 4, which ranges from west of Highmont to Maline Creek, has a purely residential character. This has a major impact on roadway design, which shrinks in size to four lanes with wide green buffers and sidewalks under the shade of trees. A multi-use path would become a major neighborhood amenity for the residents along this stretch, making it easier to catch the bus, walk to school or work, or visit neighbors.

AVENUE GOALS

  • Add a center planted median to make the corridor even greener.
  • Support and complement the quiet neighborhood through which it passes.
  • Minimize the impact of traffic noise and street lights while making the area safe and attractive.
  • Add stormwater plantings, street trees, and multi-use pathway.

SOUTH GATEWAY

The South Gateway, which goes from Maline Creek to the rail line south of Ferguson, is mostly stores and businesses. There is a lot of opportunity in this segment to build up existing businesses and attract new businesses and jobs to the area.

GATEWAY GOALS

  • Promote a clean and healthy Maline Creek.
  • Attract new retail and office uses to help bring more people to the area.
  • Foster opportunities to potentially build apartments and townhouses along Maline Creek for mixed-income and/or senior housing options.
